The upper elementary grades are perhaps the most neglected and misunderstood period of schooling for emergent bilinguals. Many have been in school since Kindergarten, and have not been adequately taught foundational reading and writing skills in order to pass the NYSESLAT, languishing as ELLs for three years or more and on their way to become Long Term English Language Learners (LTELLs). Others are brand-new, and need intensive English language instruction before moving onto middle school.
